City of McAllen Grant Funding Projects and Opportunities

The American Recovery and Reinvestment Act of 2009, Pub. L. 111-5, (ARRA) was enacted to preserve and create jobs and promote economic recovery, assist those most impacted by the recession, provide investments needed to increase economic efficiency by spurring technological advances in science and health, invest in transportation, environmental protection, and other infrastructure that will provide long-term economic benefits, stabilize State and local government budgets, in an effort to minimize and avoid reductions in essential services.

The City of McAllen will continue to identify new grants and funding opportunities to benefit the community and improve the quality of life for our residents. We will also continue to look for opportunities that will enable us to partner with other agencies in order to make a regional and sustainable impact that meets with the intent of the American Recovery and Reinvestment Act of 2009.

Economic Stimulus for Large Urban System

  • Funding Agency: U.S. Federal Transit Administration
  • Awarded: $2,374,158
  • Funding will purchase seven (7) 35 foot heavy duty transit buses.

Edward Byrne Memorial Justice Assistance Grant

  • Funding Agency: U.S. Department of Energy
  • Awarded: $ 191,317
  • Funding will allow the Police Department to outfit all vehicles with laptops and related docking stations.

Energy Efficiency and Conservation Block Grant (EECBG)

  • Funding Agency: U.S. Department of Energy
  • Allocated: $1,292,500
  • Funds will be used to retrofit light fixtures, replace electric water heaters with point source tankless water heaters, replace air conditioners with more energy efficient models, purchase and integrate an Arterial Management System (AMS), and purchase two video walls to optimize the AMS technology. All projects will provide the City and residents with $3,422,830 of annual savings in reduced energy consumption.

Community Development Block Grant Recovery (CDBG-R)

  • Funding Agency: U.S. Department of Housing and Urban Development
  • Allocated: $479,685
  • Funding will be used for 26th Street storm sewer and water/sewer line improvements

Homeless Prevention Program

  • Funding Agency: U.S. Department of Housing and Urban Development
  • Allocated: $733,518
  • Funding will provide for homeless prevention such as utility and rental assistance, as well as homeless stabilization services.

The North Wastewater Treatment Plant Upgrade Project

  • Funding Agency: Texas Water Development Board
  • Award: $39,485,000 (0% loan)
  • Funds will be used to replace existing treatment and delivery systems to maximize energy efficient operation, provide the conversion to ultraviolet light disinfection process, construct new Operations and Maintenance building, convert to a biofilter odor control system, and a purchase a 1-megawatt generator handle system overflows during power outages.

Edward Byrne Memorial Justice Assistance Grant (JAG) Program

  • Funding Agency: Office of Governor, Criminal Justice Division
  • Award: $66,179.88
  • This grant will provide funding for the purchase of six (6) license plate readers for the McAllen Police Department. The license plate readers will be installed in police units to enhance the Department’s ability to detect and recover stolen vehicles, as well as to detect or apprehend fugitives or other security concerns.
